T. Dale Holland, AICP — Principal
Dale Holland has over 40 years of planning and administrative experience, including a thorough knowledge of North Carolina land use laws and regulations. Before starting his own planning firm in 1987, Dale worked in various planning positions in Virginia and in Rocky Mount and Wilmington, NC. Dale has administrative experience on over 150 housing rehabilitation/redevelopment projects, as well as experience on over 100 land use and comprehensive plans. He has extensive public participation experience including training by the National Charrette Institute (NCI). Dale holds a Master’s and Bachelor’s in Geography from East Carolina University. He is a member of the American Institute of Certified Planners.
Landin W. Holland, MPA, AICP, CZO, joined the firm in 1999, with a principal focus on land use planning, urban design, and hazard mitigation. He has administrative planning experience on Unified Development Ordinances, Hazard Mitigation Plans, administration of flood recovery projects, and assistance on or supervision of CAMA Land Use Plans. Landin has recently attended training workshops on Form-Based Code and SmartCode. He currently provides day-to-day planning services to several municipalities in North Carolina. Landin holds a Master’s in Public Administration and a dual Bachelor’s Degree in Geography and Urban Planning from East Carolina University. He is a member of the American Institute of Certified Planners.
Chip Bartlett, AICP, has worked for HCP since 1996, with a principal focus on community development and management of housing related projects. Other areas of experience include land use planning and zoning/subdivision regulations. Chip holds a Bachelor’s in Urban and Regional Planning from East Carolina University, and he is a member of the American Institute of Certified Planners.
Ryan Cox, CFM, joined the firm in 2019. His focus is on community development and management of housing related projects, including acquisition, elevation, and reconstruction projects. Ryan has extensive experience in FEMA Hazard Mitigation Assistance grants as a former State Hazard Mitigation Officer for the North Carolina Division of Emergency Management. He is currently pursuing a degree in Political Science from American Military University.
Chris Hilbert has worked for HCP since 1996. He has significant experience in housing rehabilitation/redevelopment projects, with a focus on acquisition and code enforcement. Chris holds a Bachelor’s in Geography from East Carolina University.
Jessie G. Miars has worked for HCP since 1990, primarily in community development and management of housing related projects. Her role as Environmental Review Coordinator and Relocation Specialist has included such interests as preparation of fair housing plans and analysis of impediments to fair housing choice, environmental review records, labor standards compliance, acquisition/relocation compliance and coordination of project activities, citizen participation plans, and coordination of compliance documents for HUD Consolidated Plans. Jessie earned her Bachelor’s in Education from the University of North Carolina at Chapel Hill.
Gary Miller joined the firm in 2001, as a Housing Inspector. He holds a Level I NC Building Inspector’s Certificate, is a certified Home Inspector, and is certified in Safe Work Practices for LBP Hazard Reduction. Gary supervises contractors on a daily basis while performing interim and final construction inspections. His duties as Housing Inspector include compiling bid specifications, preparing cost estimates, preparing change orders, and authorization of payments to contractors. Gary has an Associate’s Degree in Mechanical Engineering from Beaufort County Community College.
Keith Jenkins joined the firm in 2018, as a Housing Inspector. Keith has 38 years of experience in the construction field. His duties as housing inspector include compiling bid specifications, preparing cost estimates, preparing change orders, performing interim and final inspections, and authorizing payments to contractors.
Donna Blackmon has worked as an Assistant Program Administrator for HCP since early 2018. Her duties include setting up and maintaining rehabilitation, elevation, and reconstruction case files as well as client model files, providing point of contact for homeowner/occupant applicants; coordinating scheduling with inspectors and residents for housing assessments; compiling household income documentation and completing income verifications; and ensuring that critical documents such as elevation certificates, tax cards, floodplain maps, and surveys are prepared, tracked, and properly filed for each housing rehabilitation and/or elevation applicant.
Cindy M. Anderson has worked for HCP since 1994. Originally hired as an Administrative Assistant, she was promoted to Office Manager in 2006. Cindy is responsible for planning document preparation, including but not limited to, Unified Development Ordinances, Comprehensive Plans, and Hazard Mitigation Plans. Other duties include supervision/coordination of office workload and management of work environment operations. Cindy holds a Bachelor’s in Business Management from the University of North Carolina at Wilmington.
Kimberly Bruse joined the firm in 2014, as Finance Officer. Her duties include all aspects of accounting, invoice processing, financial reporting, and coordination of payroll and human resource functions.
Chantel Rico joined the firm in 2018, as an Administrative Assistant. Some of the duties she performs include processing bid packages, maintaining contractor information, file management, and telephone/reception coordination.
